The Danish Energy Agency and the Norwegian Water Resources and Energy Directorate (NVE) both provide input to the EU legislative processes for more eco-friendly design and the energy labelling of products. Since 2007, Viegand Maagøe has led and participated in an expert consortium that provides technical assistance in EU negotiations on future legal requirements for products.

The task
The EU sets requirements for producers and importers of products such as TVs, white goods and pumps. These can be minimum requirements on energy efficiency or requirements for products to be energy labelled based on the EU energy labelling scale of A-G.

EU Member States can influence the legislative process by providing both oral and written input to the EU Commission. Producers and trade associations can also provide input in this area. Negotiations are often technical and complicated and require considerable knowledge of the technical possibilities for designing products that are more efficient and eco-friendly. It is possible to have a considerable influence on the EU requirements by having the arguments and preliminary work properly organize d.

How we carried out the task
Since 2007, Viegand Maagøe has been advising the Danish Energy Agency on many products based on its in-depth technical knowledge of products and actors in the market. We have been providing the same service to the Norwegian Water Resources and Energy Directorate (NVE) since 2011.

We base our work on:

  • in-depth technical knowledge of products;
  • experience with negotiating processes in the EU;
  • a good understanding of the different actors attempting to influence the legislation;
  • detailed knowledge of the Ecodesign and the Energy Labelling Directives and the regulations pertaining thereto; and
  • a comprehensive network and contacts with other authorities and organizations in the EU.

In addition, we monitor and comment on the pre-regulatory studies that are carried out before the start of the negotiating process.

The result
We have worked to promote Danish and Norwegian interests in the EU and have contributed to promoting ambitious energy requirements for products. We have also contributed to increasing the knowledge of Danish actors and companies about future requirements.
